The download link is at the bottom of the first post (when you are logged in). Maybe you were looking at a cached version of the page from when you were not logged in?

I had been trying to download this with Vortex, since it seems like the one on Nexusmods is out of date. Says to come here.
Then, here, I can download the newest version, but it comes as a ZIP file. FIne, I use 7zip. Now I'm looking at 16 different folders, from 00 Base down to FOMOD.
It's probably super obvious to you. But what do I do? Do I copy these to my Fallout 4 folder? Do I have to do something in Vortex? Tell it to install from a custom file or something?

Is there a way to manually start the mod while in-game via console?
I originally messed up the F4SE install at the beginning of that save (aka I forgot to untick some obscure box in MO2) which seemed to cause it not starting up originally. Problem is that I went pretty far with that save already since everything else worked afterwards, but I'd hate to restart completely now.

Not that I know of. The boot-up process is sort of complex. A save cleaner might be the best solution here.

You should be able to just drag the file over to the bottom of Vortex where it says "Drop Files". The FOMOD should start working as soon as you start the install process. That has always worked for me, regardless if it is a 7zip or a plain ZIP file. However, just to clarify, that only works if
A.) The mod author built the mods path of directories (for lack of a better term) correctly (ie., Data, blah, blah, blah)
B.) It is a FOMOD (meaning when you open the file, you see a fomod folder within the Zipped folder

Do not unpack the archive. Rather in Vortex, go to Mods section and either click Install from File and browse for the downloaded file or drop the archive into the Drop File(s) zone.

ok i am so lost i DL the new AAF 166 i was having no issues and now i am getting ctd when it goes to load the animations i am in the process of reinstalling the AAF mods now will this fix my issues and is there a certain way i have to reinstall all of it

ctd doesn't sound like an AAF issue. Maybe a different mod that you added during that time? Or, something that didn't present itself until later in game.
Reinstalling AAF probably wont change anything unless you had overwritten other files in it. But, there could be some other mods that change what they install depending on what other mods they detect as being installed. Because of this you need to pay attention to install order of mods. Check available guides.
