My character runs way too fast. I mean the animation is too fast, not that distance she moves is covered too fast. I heard it could be fixed by adjusting the framerate to 30 so I did, but it didn't help. Any advice?

I went back to an old save, like the first after character creation, and that fixed it. I tried going back to the previous save before posting the question in the first place, but I guess the playthrough was broken at some point between the old save and the newer one. I would still like an answer to what the problem was and how to fix it if it crops up again.

Hm. I haven't seen that issue before. I'm not sure what mod would cause that.
Unfortunately, I think the only way to find out would be to use the old save that was broken and then incrementally remove mods and test until the symptom goes away.
